  1. Open Dubai REST. Go to Services, then Register a Real Estate Complaint.
  2. Choose the complaint type. Select Real Estate Violation Complaint and accept the terms before continuing.
  3. Enter your details. Name, mobile, email and Emirates ID, plus your claimant type as the owner.
  4. Enter the developer’s details. Search for the company by name or licence number and pick the correct complaint category.
  5. Add the project and unit. Identify the building, cluster and unit number the defects relate to.
  6. Describe the issue. You have roughly 1,000 characters. Stick to dates, facts and what was submitted when. Attach your evidence here.
  7. Verify and submit. Confirm with the OTP sent to your phone. Save the complaint number, because everything afterwards runs off it.
